On 24 September 2020 the Chancellor presented his review of the economy in the light of the impact of the Coronavirus pandemic, and set out a number new measures to support businesses over the winter which are summarised below.

JOB SUPPORT SCHEME

The current furlough scheme ends on 31 October 2020. The Chancellor has proposed that in order to support viable UK employers who face lower demand due to COVID-19, and to keep their employees attached to the workforce, there will be a new Job Support Scheme from 1 November 2020 which will run until 30 April 2021.

Employers who use the Job Support Scheme will also be able to claim the Job Retention Bonus if they meet the eligibility criteria.

Employees will need to work a minimum of 33% of their usual hours and the employer must pay them at their normal rate of pay for the hours worked. For every hour not worked the employer and the government will each pay one third of the employee’s usual pay, with the employer paying all the associated employer’s NIC and pension contributions. The government contribution, which will be in the form of a grant, will be capped at £697.92 per month.

The scheme will be open to all small or medium sized employers with a UK bank account and a UK PAYE scheme. Large employers will be able to access the grant if they meet a financial assistance test to ensure that assistance is given to large employers only if their business has suffered as a result of Covid-19. It will also be expected that large employers which receive assistance will not make any distributions to shareholders while they are receiving the grant.

Employees must be on the payroll and an RTI submission made for that employee on or before 23 September 2020, and must not be on redundancy notice and cannot be made redundant while they are on this scheme.

For the first three months of the scheme the employee must work at least 33% of their normal hours. The Government will review this threshold and consider whether it will be increased at the end of this initial period.

The employee’s working pattern can fluctuate over the period but each short-time working arrangement must cover a period of at least seven days. The new working arrangement must be agreed with employees and their contract of employment is likely to require amendment.

Employers will be reimbursed in arrears by the government, and are not able to top up the employee’s pay, so that all three parties bear part of the cost of hours not worked.

Employers will be able to claim the grant in arrears on line from December 2020, and will be reimbursed monthly.

Under the scheme employees will receive at least 77% of their normal pay (so long as the government contribution is not capped), if they work the minimum 33% of normal hours. However, for employers, there is a cost to retaining employees, as their effective rate of pay for hours worked will be increased. The percentage of costs borne by each of the three parties depends on the number of hours worked, as shown by the following table:

The employer will also bear all the attributable employer’s NIC and pension costs.

SELF-EMPLOYMENT INCOME SUPPORT SCHEME (SEISS) GRANT EXTENSION

The SEISS grant extension will be available to self-employed individuals and members of partnerships who are currently eligible for the SEISS and are actively continuing to trade but at a reduced level as a result of Covid-19 restrictions.

The extension will provide two grants covering the period from November 2020 to April 2021. The first grant for the period from 1 November 2020 to 31 January 2021 will cover 20% of average monthly trading profits, capped at £1,875 in total.

The second grant will cover the three-month period from 1 February to 30 April 2021, the level of which to be reviewed.

Full details about claiming this grant are to be provided by HMRC in due course.

EXTENDING THE TEMPORARY VAT REDUCED RATE FOR HOSPITALITY AND TOURISM

The temporary reduced rate of VAT of 5% on supplies of food and non-alcoholic drinks from restaurants, pubs, bars, cafés and similar premises, supplies of accommodation and admission to attractions across the UK will be extended from 12 January to 31 March 2021.

EXTENSION OF ACCESS TO FINANCE SCHEMES

A number of temporary loan schemes were introduced when Coronavirus restrictions were introduced, and these have been extended to 30 November 2020 for new applications:

BOUNCE BACK LOAN SCHEMES (BBLS)

This scheme provides loans of between £2,000 and £50,000, capped at 25% of turnover, with a 100% government guarantee to the lender.

The borrower does not have to make any repayments for the first twelve months and the government covers the first twelve months’ interest payments.

Under the new Pay as you Grow options, any BBLS borrower will be able to:

  • repay their loan over a period of up to ten years;
  • move temporarily to interest-only payments for periods of up to six months, which they can use up to three times;
  • pause their repayments for up to six months, which they can use once and only after having made six payments.

CORONAVIRUS BUSINESS INTERRUPTION LOAN SCHEME (CBILS)

This scheme is available to eligible UK-based businesses with a turnover under £45m. It provides loans of up to £5m with an 80% government guarantee to the lender. The government also covers fees and interest for the first twelve months.

CBILS lenders will now be able to extend the term of the loan to up to ten years.

CORONAVIRUS LARGE BUSINESS INTERRUPTION LOAN SCHEME (CLBILS)

This scheme is available to eligible UK-based businesses with turnover of £45m and over. It provides loans of up to £200m up to a maximum of 25% of turnover, with an 80% government guarantee to the lender.

FUTURE FUND

This is an investment scheme for innovative and fast-growing UK-based businesses, which has provided loans ranging from £125,000 to £5 million which are subject to at least equal matching from private investors.

Businesses that have already accessed a Future Fund convertible loan cannot apply for another one.

VAT DEFERRAL ‘NEW PAYMENT SCHEME’

This new deferral scheme will give businesses which deferred VAT due in March to June 2020 the option to spread their payments over the financial year 2021-2022.

All businesses which took advantage of the VAT deferral can use the New Payment Scheme, but they will need to opt in. HMRC will put in place an opt-in process in early 2021.

ENHANCED TIME TO PAY FOR SELF-ASSESSMENT TAXPAYERS

The self-employed and other taxpayers will be able to ask for more time to pay taxes due in January 2021 under enhanced time to pay arrangements.

Taxpayers with up to £30,000 of Self-Assessment liabilities due will be able to use HMRC’s self-service Time to Pay facility to secure a plan to pay over an additional 12 months. This means that Self-Assessment liabilities due in July 2020 will not need to be paid in full until January 2022.

Any Self-Assessment taxpayer not able to pay their tax bill on time, including those who cannot use the online service, can continue to use HMRC’s Time to Pay Self-Assessment helpline to agree a payment plan.

Coronavirus Job Retention Scheme (CJRS)

As a result of the disruption caused by the ongoing COVID-19 pandemic the government has introduced a number of measures designed to protect employers and employees, one of which being the Coronavirus Job Retention Scheme (CJRS). Under this scheme, employees may be ‘furloughed’ to protect against them otherwise being made redundant.

The scheme is applicable to all UK employers who had a PAYE scheme in place on or before 19 March 2020, and applies for an initial period from 1 March to 30 June, which is now referred to as CJRS V1. The government announced an extension to the scheme, which applies from 1 July to 31 October 2020, referred to as CJRS V2. However, this is subject to a tapering of the grant available and to some important rules regarding the transition from CJRS V1.

Following the announcement that there will be a second national lockdown starting on Thursday 5 November, it was initially announced that CJRS would be extended until December 2020. It was subsequently announced that the scheme would be extended to 31 March 2021 with a review in January 2021.

The launch of the Job Support Scheme, which was announced as a replacement for CJRS, has been postponed and the published guidance for the Job Support Scheme has been withdrawn from the government website.

All employees on the PAYE payroll at 19 March 2020 are eligible for the scheme, as long as an RTI submission has been made in respect of them prior to this date. This covers employees who work full-time, part-time, flexible or zero-hours contract work and those hired via an agency.

Whilst in a period of furlough, employees must not undertake any work for the organisation. They may volunteer or complete training, provided they are not providing a service or generating revenue for the organisation.

Any employees made redundant between 28 February and 19 March may be rehired and subsequently will be eligible for the scheme. Employees hired after 19 March 2020 do not qualify for CJRS.

Staff employed by individuals, e.g. domestic staff, can be furloughed provided they are paid through the PAYE system.

Office holders, salaried company directors, salaried LLP partners, agency staff and Limb (b) workers are eligible to be furloughed under this scheme. Where a company director is furloughed, this must be agreed by the board and noted in the company records.

Apprentices can be furloughed; they are allowed to continue training during their period of furlough. Apprentices must be paid, at least, the National Minimum Wage for their time spent training, therefore employers in this circumstance must cover the shortfall between the grant received via the CJRS and the apprentice’s appropriate minimum wage.

Employees on unpaid leave, as at 28 February, cannot be furloughed until the date at which it was agreed they would return to work. If an employee started unpaid leave after 28 February, they can be furloughed instead and must be paid a minimum of 80% of their usual wage.

If an employee is off sick at the point an employer chooses to furlough them, the employee must no longer receive SSP and will be paid in line with the CJRS furlough rules. Employees who become unwell during their period of furlough must be paid, at least, statutory sick pay (SSP). Employers can choose to move the employee on to SSP but this is not mandatory. SSP can be reclaimed for up to two weeks per employee. Employers may also choose to furlough employees who are on long-term sick leave and/or shielding, as opposed to placing these employees on SSP.

The usual rules apply to those on parental leave (maternity/paternity/adoption/shared parental). The CJRS will only cover contractual enhanced (earnings related) pay for those on parental leave.

Where a company has been put into administration, the administrators are able to claim a furlough grant, so long as the company complies with the normal furloughing rules. However, administrators should only use the scheme if there is a reasonable likelihood of rehiring the workers, for example because the company is likely to successfully come out of administration or because the business can be sold.

This version of the scheme ran from 1 March to 30 June 2020.

For each furloughed employee, employers will receive a grant for the lower of 80% of their regular wage or £2,500, plus the associated employer NICs and minimum automatic enrolment employer pension contributions (3%) on the subsidised wage. Bonuses, commissions, benefits, salary sacrifices and other fees are excluded from the scheme.

Where an employee’s base wage varies, and they have been employed for twelve or more months, the grant will apply to the higher of the average monthly earnings in the 2019-20 tax year or the same month’s earnings from the previous year.

Where an employee’s base wage varies, and they have been employed for less than twelve months, the grant will apply to their average monthly salary since they started.

For furloughed salaried LLP members, the reference to salary for the claim is the member’s profit allocation, exclusive of any performance-related amounts.

Employers remain liable for NICs and pension contributions during this period. The CJRS grant covers the employer NIC and minimum automatic enrolment pension contributions incurred on the subsidised wage claimed through the scheme. If the employer choses to continue to pay employees their full wage, the NICs and pension contributions on wages that exceed the government grant cannot be claimed.

Where an employer pays National Living Wage (NLW) or National Minimum Wage (NMW), the CJRS claim is still based on 80% of the employees’ salary. This may take an employee’s pay below NLW/NMW based on their usual working hours (assuming the employer is only paying 80% of wages), however because furloughed workers will not be working, there is no breach of the NMW rules.

CJRS V2 was to run from 1 July until 31 October 2020, but this has now been extended until March 2021 to cover the period of the second national lockdown and beyond. The government contribution to the cost of furlough pay gradually decreases until 31 October and the employer is required to make a contribution towards the cost of furloughing employees. However, from 1 November until 31 January 2021 the government and employer contributions will revert to the August 2020 level. There will be a review in January to determine the appropriate level of contributions for February and March 2021.

For periods up to 31 October 2020 (the originally intended duration of CJRS V2), the scheme will only be available for employees who have been furloughed for at least three weeks under CJRS V1, so employees being furloughed for the first time must have begun their furlough by 10 June so that the three-week minimum requirement can be met by 30 June. The scheme is therefore closed to new entrants from 30 June to 31 October. Only current exceptions to this rule are for employees returning to work after a period of parental leave and military reservists.

The number of employees furloughed under CJRS V2 is capped by the maximum number of employees included in a single claim under CJRS V1. This is of most relevance where a rotational system has been used.

Under CJRS V2 furloughed employees will be able do part time work for the employer, but the employer has to pay their salary for the period during which they are working. The government grant will apply only to the proportion of the employee’s working week during which they are being furloughed. This will apply with effect from 1 July 2020. There is complete flexibility over working patterns, but accurate records must be maintained in hours and employment law must continue to be observed.

There are some important transitional rules where periods of furlough straddle 1 July 2020. The basic requirement is that a furloughed employee must have been furloughed under CJRS V1for at least three weeks prior to 1 July in order to qualify under CJRS V2. If a previously furloughed employee starts a new three week period of furlough after 10 June 2020 in order to claim under CJRS V1 that furlough period must continue for three weeks under the CJRS V1 rules, before transferring to CJRS V2. However, they can move to flexible furlough from 1 July but a grant claim cannot be made under CJRS V 1 for the period to 30 June.

The level of contribution required from the employer will change each month:

HMRC have created an online calculator to help employers calculate the amounts they can claim, which can be found here. The calculation of the amount claimable for flexible furloughed employees is not straightforward and may result in lower than expected claims.

Businesses will need to take into account the contribution required from them in order to continue to furlough staff after 31 July when full government support for furloughed employees begins to wind down.

No special concessions have been announced for businesses that are not yet able to operate. The concern, therefore, is that when these businesses have to contribute towards the cost of furloughing staff there will be widespread redundancies in those sectors. However, businesses faced with this decision will need to take into account the costs associated with redundancies and the costs associated with rehiring staff when they are able to recommence their business.

Following the announcement of a national lockdown starting on 5 November 2020, the CJRS will not end on 31 October. Instead, it will continue for the period of the lockdown and until 31 January 2021, with the contribution required from the employer based on the level for August 2020. The level of contribution for the period 1 February to 31 March 2021 will be reviewed in January 2021.

This means that during this initial period the government will cover 80% of the employee’s salary for periods not worked up to £2,500 a month, and the employer will cover the NIC and pension contributions. The employer can top up the employee’s pay without affecting the level of the CJRS grant. The £2,500 cap is proportional to the hours not worked.

Neither the employer nor the employee needs to have previously used the CJRS, but the employee must be on the payroll by 23.59 on 30 October 2020, meaning that an RTI submission notifying payment for that employee must have been made on or before 30 October 2020. This means that the cap which applied in relation to CJRS V2 for the period from 1 July to 31 October 2020 does not apply to the period of the extension.

The employer must pay the employee’s normal pay for hours worked.

The Job Retention Bonus (JRB) will not be paid in February 2021. The purpose of this incentive was to encourage employers to retain employees until the end of January, but in view of the extension of the CJRS the policy intent no longer applies. A retention incentive may be deployed at a later date.

The claims process is very similar for both V1 and V2 and the majority of the information required is the same. The main differences relate to the period of the claim and the calculation of the amount claimable, which will be different for each month under V2. In addition, under V2 employers will need to report the usual hours of work for each employee and the hours actually worked.

Keeping accurate records of hours worked, is extremely important for employees who have been flexibly furloughed under CJRS V2. Details of hours worked and hours furloughed must be recorded and retained for six years.

Claims in relation to CJRS V1 and V2 cannot overlap, and because of the phasing of the grant under V2 claims must follow a strict pattern. The deadline for claims under V1 is 31 July 2020. Claims under V2 can be made from 1 July 2020.

The minimum claim period under V2 is one week (there is no longer a minimum furlough period). Claim periods cannot straddle calendar months. It is understood that claims for a period in one calendar month must be made before the end of the following calendar month.

To make a CJRS V2 claim employers must have made a claim under V1 and will need the following information:

  • Their PAYE reference number
  • The number of employees being furloughed (the maximum number in any V2 claim is the maximum number in any single V1 claim)
  • The claim period (start and end date)
  • Amount claimed
  • Their bank account number and sort code
  • A contact name and phone number
  • Details of furloughed employees (name, NI number, claim period, claim amount, payroll/employee number (optional)
  • Employees usual working hours and hours actually worked in the claim period

Once HMRC receive the claim, they will pay the amount into the nominated bank account. The money should be received within six days of making the claim.

HMRC retain the right to retrospectively audit all aspects of the claim.

Agents can file a CJRS claim on behalf of employers.

Employers must also maintain a record of the written communication to each employee confirming they are being furloughed. These records must be retained for five years.

Overclaims can now be repaid by reducing subsequent claims. A harsh penalty regime is proposed for furlough grant claims so it is important that any errors are corrected promptly.

Employees must be paid no less than 80% of their reference pay, up to the monthly cap of £2,500.

Employees must not undertake any work for the organisation under CJRS V1, but this is allowed under CJRS V2, although the employer has to pay the employee for the proportion of their working week that they are working.

Under CJRS V1, company directors who are furloughed may undertake specific tasks to fulfil statutory obligations owed to their company, however they should not carry out work beyond these requirements.

Employers must continue to pay employees through their payroll system and settle PAYE related liabilities to HMRC as usual. The usual taxes will continue to apply to employers and employees, including student loan repayments and apprenticeship levies.

All employers have the choice to top up employees’ salaries beyond the government grant, but are not obligated to do so except for the contributions that are required in September and October to top up the furlough pay to 80% of normal pay (however, see comments below about legal considerations).

HMRC have agreed that the COVID-19 pandemic constitutes a ‘life event’ therefore employees can change a salary sacrifice agreement in place, given their employment contract is updated accordingly.

For partnerships and organisations required to submit a Corporation Tax return, the payments received under the CJRS must be included as income in the calculation of taxable profits. This income will be subsequently offset by the usual employment costs deducted.

Similarly, for unincorporated businesses the grants received must be included in taxable profits.

Amounts received by employers who are not in business will simply be offset against the amounts paid to the employee. This would apply to domestic staff such as nannies.

A wide range of legal issues need to be addressed whenever employees are furloughed or working hours are varied, so employers must obtain specialist legal advice before putting employees on furlough or changing the terms of existing furloughs.

COVID-19 - Tax and Financial Reliefs

The disruption to business as a result of measures put in place to limit the spread of COVID-19 is unprecedented. The UK Government has announced a number of measures designed to cushion the financial impact to businesses, and although no details have been announced, what we know about these measures is summarised in this update.

The government will refund eligible COVID-19 related SSP costs to small and medium-sized businesses. This covers employees who are required to isolate/quarantine but are unable to work from home. Employers must keep records of those who are sick, or isolating, but employees do not have to provide a sick note. Isolation notes are being issued by NHS 111 online and these will suffice.

Eligible businesses are those who have 250 or fewer employees as at 28 February 2020. Once necessary legislation has passed, these measures can be applied retrospectively from 13 March 2020 and will cover up to two weeks of SSP per employee.

Where employees are furloughed instead of being made redundant, HMRC will refund the employer 80% of the workers wage costs, up to a cap of £2,500 per employee per month, plus the associated employer NICs and minimum auto-enrolment employer pension contributions. The government is creating a new online portal for employers to notify HMRC of furloughed employees and HMRC are working urgently to set up a system for reimbursement. Employees’ wages will still fall under usual PAYE and employee NIC rules.

The scheme is intended to be applied retrospectively from 1 March 2020 to run for a minimum of three months.

The 80% grant is to be based on the wage costs of the prior pay period, for example if a worker is placed on furlough at 1 March, their February salary will guide the 80% grant receivable from the government. However if employees’ wages vary throughout the year, the claim can be based on the higher of the same month’s earnings from the previous year or the monthly average of their earnings for the tax year 2019/20.

The scheme applies to any employee paid under PAYE and who was employed on 28 February 2020.

Where an employer pays National Living Wage (NLW) or National Minimum Wage (NMW), the CJRS claim is still based on 80% of the employees’ salary. This may take an employee’s pay below NLW/NMW based on their usual working hours (assuming the employer is only paying 80% of wages), however because furloughed workers will not be working, there is no breach of the NMW rules.

LEGAL CONSIDERATIONS

The Government guidance states “changing the status of employees remains subject to existing employment law and, depending on the employment contract, may be subject to negotiation”.

Whilst employers can choose to fund the difference in monthly pay to their employees they are not required to do so. Reducing an employees monthly wage whilst on furlough amounts to a temporary change in contract and must be consented to in writing by the employee, otherwise the employer risks making unlawful deductions from wages.

Employees paid their usual full salary will not necessarily have to give their consent to being furloughed, however this is unlikely to happen in practice, given the nature of being furloughed.

Employers should use a process of fair selection in deciding which employees are furloughed to avoid claims being made against them.

This scheme will allow you to claim a taxable grant worth 80% of your trading profits up to a maximum of £2,500 per month for April, May and June. This may be extended if needed.

This is available for people who:

  • have submitted their self assessment tax return for the tax year 2018-19 (if not already filed then this must be submitted by 23 April 2020)
  • traded in the tax year 2019-20
  • are trading when they apply, or would be except for COVID-19
  • intend to continue to trade in the tax year 2020-21
  • have lost trading/partnership trading profits due to COVID-19

More specifically, a trader will be eligible if at least one of the following conditions is true:

  • Trading profits/partnership trading profits in 2018-19 were less than £50,000 and these profits constituted more than half of their total taxable income; or
  • Average trading profits in 2016-17, 2017-18, and 2018-19 were less than £50,000 and these profits constitute more than half of their average taxable income in the same period

If the individual began trading after 2016, then HMRC will only use those years for which the trade was included on their tax returns.

Individuals who began trading since 6 April 2019 will not be eligible for this grant.

AMOUNT OF GRANT

The grant will be 80% of the individual’s average monthly profits, up to a maximum of £2,500 per month.

HMRC will calculate the mean average of the yearly trading profits on the three tax returns from 2016/17 to 2018/19 (excluding any in which the person did not trade). It is assumed that this yearly figure will be divided by 12 to find the monthly amount.

THE PROCESS

At the time of writing (31 March) individuals cannot apply to join this scheme. HMRC will be contacting eligible people and instructing them on how to apply. The government suggests that first contact will be made by the beginning of June and they do not advise that anyone contact them independently.

HMRC are expected to use letters only in contacting individuals about this and they would not normally use email, text, phonecalls or any other mode of communication. This system is likely to be abused by scams. People should be very careful when giving out any details, and this grant scheme will only be administered through websites on the gov.uk domain.

The grant will be paid directly into the individual’s bank account, in one instalment. This may be repeated if the scheme were to be extended, dependent on how long the effects of Covid-19 persist.

The grant will be taxable on the person and will need to be included on the self assessment tax return. Unless this is enacted before April 5 2020, it should only affect the 2020/21 tax return which will not be due for filing until January 2022.

SMALL BUSINESS GRANT SCHEME FUNDING - BUSINESSES PAYING LITTLE OR NO BUSINESS RATES

To support businesses that pay little or no business rates due to Small Business Rate Relief (SBRR), Rural Rate Relief (RRR), or tapered relief, the government will provide funding for local authorities in England. This measure will provide a one-off grant of £10,000 to around 700,000 businesses currently eligible for SBRR or RRR as of 11 March, to help meet their ongoing business costs.

BUSINESS RATES HOLIDAY

To support small businesses affected by COVID-19, the government is raising the Business Rates Retail Discount to 100% for the 2020 to 2021 tax year. This business rates holiday will apply to all businesses in England in the retail, hospitality and leisure sectors, irrespective of their rateable values.

Businesses that received the retail discount in the 2019 to 2020 tax year will be rebilled by their local authority as soon as possible.

CASH GRANTS FOR SMALL BUSINESSES

Through the Retail and Hospitality Grant Scheme, businesses in England in the retail, hospitality and leisure sectors will also be provided an additional cash grant of up to £25,000 per property.

Businesses in these sectors with property that has:

  • a rateable value of £15,000 and under, may be eligible for a grant of £10,000; or
  • a rateable value of between £15,001 and £51,000, may be eligible for a grant of £25,000.

Occupied properties used by businesses in the retail, hospitality and leisure sectors will benefit from these reliefs if they meet the above eligibility criteria and if they are wholly or predominantly being used:

  • as shops, restaurants, cafes, drinking establishments, cinemas or live music venues;
  • for assembly or leisure; or
  • as hotels, guest and boarding premises or self-catering accommodation.

All VAT payments falling due between 20 March 2020 and 30 June 2020 will be deferred during the coronavirus pandemic. This includes foreign businesses which are registered for UK VAT. The scheme is automatic with no applications required.

The scheme does not apply to VAT payments under the Mini-One-Stop-Shop scheme.

The VAT not paid during the period is then due to be paid to HMRC by the end of the 2020/21 financial year, which ends on 31 March 2021.

No interest or penalties will be charged on any amount deferred as a result of this scheme.

VAT payers on Direct Debits, must cancel their direct debit via their Gateway login account or contact their bank. The mandate must be cancelled in sufficient time so that HMRC do not attempt to automatically collect, following submission of the VAT return. HMRC does not have the power to stop a mandate, nor can agents cancel direct debit mandates on behalf of taxpayers.

VAT refunds and reclaims will continue to be paid by the government as normal.

VAT returns must still be filed on time, including following the new 2020 MTD rules.

Payments on account of income tax that would normally fall due in July 2020 may be deferred to January 2021. This will be automatic, no payments or applications are required at this time. At the point of filing 2019/20 returns, no interest or penalties will be charged for payments that have been made after the normal July deadline.

The government has confirmed that all people are eligible for this, and not just those that are self-employed.

CORONAVIRUS BUSINESS INTERRUPTION LOAN SCHEME OFFERING LOANS OF UP TO £5 MILLION FOR SMES THROUGH THE BRITISH BUSINESS BANK

This scheme will support SMEs, providing them with access to loans, overdrafts, invoice finance and asset finance up to £5m for up to six years. The government will also cover the first 12 months of interest.

Broadly businesses are eligible if they are UK based and have a turnover of less than £45m.

The government will provide lenders with a guarantee of 80% on each loan made under the Business Interruption Loan Scheme, subject to certain pre-lender caps. There are currently 40 accredited lenders under the scheme. Businesses need to contact their bank to establish eligibility.

TERM FUND SCHEME (TFSME)

A new four-year TFSME is to run for a year and is designed to encourage banks and building societies to offer lending close to the new level of the bank rate and with additional incentives to lend to Small and Medium-Sized Enterprises (SMEs).

COVID-19 CORPORATE FINANCE FACILITY

A new lending facility, the COVID-19 corporate finance facility will help bridge disruption to cash flow and support liquidity among larger firms, helping them bridge coronavirus disruption to their cash flows.

Under this facility the Bank of England will buy short term debt from larger companies, and support corporate finance markets to ease supply of credit to all firms.
